How to Improve S/G, S/C, S/St

just a quick question, why are they .90 classes?
why not make 'em 10 flat or 9 flat AT ANY ALTITUDE?
just curious, i have no intention of running a throttle stop car (a rambler with a throttle stop would be redundant

)
