Are the 19131359 and 12363403 the same BBC intake manifolds?

1263403 appears to be a casting number for the 1263406 and 1263407 intake manifolds. Those are oval port manifolds, so no, they are not the same as a 19131359.

19 man came on 454HO crate motor---the 12 manifold came on the ZZ502 motor
