Mean Sea Level as opposed to sea level at No Problem which is determined by walking to the entry road and looking in the swamp to see where it is that day. MSL is what you have to use to buy flood insurance, which is a pretty safe bet @ 17' to the main floor. If you chose to build anything below that, it's yours, as witnessed in Rita and Ike of recent memory.
