It looks like they will be legal for the 1964 MW engines as well as they are listed in the 1964 Plymouth classification guide. I didn't see them listed in the 1964 or 1969 Engine Blueprint specs for Chrysler engines. Maybe NHRA hasn't updated the engine specs yet to match the classification guides?

I would think the Edelbrock Victor head with MW ports would be a better match for the MW head replacement than the RPM head.

Mike, I know you didn't knock the hp rating down, nor make those heads legal. I don't blame you for picking a soft combo either. Anybody would. Hope it didn't sound like I was blaming you. If those heads flow anything like the Edelbrock Pontiac's that 55 lbs you have to add won't bother you one bit. I didn't know your engine hp had been lowered until I got Nitro Joe's book.
