That is not the way it has worked in the past. I know that first hand.
They posted that was the way it was going to work then changed it as soon as they realized it was going to cost them money.
I hate to seem like a cry baby on this one but I got screwed a couple of years ago at Indy when they posted those rules and didn't go by them. And now I feel I'm getting screwed by them enforcing them.
Litterally damned if you do and damned if you don't.
Right now I'm sitting in Nassau Bahamas. So I won't be calling them till Friday, by then Maybe I will cool down a bit.

Sorry Art, neighbor you know I'm in your corner. I honestly thought it had been that way for quite a while. Hope my comment didn't add to your frustration. Enjoy your time in the Bahamas and holler if you need any help back home.
