"A little open throttle" opening means too much fuel either leaking , flooding or too rich. Is it hard to start all the time or just on a hot restart ? ---Trevor

Idle are outside hii speed inside next to the accel pump nozzle

Just because it has power valve plugs it doesn't mean the gaskets are not leaking. I've fixed a lot of complaints lately because of gasket failure. To check to see if that's the problem fill the bowls to normal level, remove from motor and put on a carb. Fixture to elevate at least 2 inches. Wipe the bottom of the baseplate to make sure it's dry, let it set for a while, recheck to see if it's leaking, if it is it will becoming out the p/v vac. Port in the base plate. Then proceed to disassemble and repair. Caution: With the holley p/v gaskets it's easy to over tighten them and then they trar apart. Not so if they are after market with the teflon coating

When housing Holley power valve plugs make sure that the head of the plug is not hitting. The main body there is a boss that sticks up on the main body, grind the casting flash off the plug can use a belt sander, lath or big file. When you take the carb apart inspect the body if it was hitting you should see it on the plug and main body. If it is hiting it keeps the metering block from fully seating on the main body.
