Yes, any modification to the stock tank is prohibited. "Back in the day", many "modified" tanks were turned into dual area tanks allowing approved fuel in one tank and "un-approved" fuel in the other tank.

Besides, why would you go through the trouble to modify a tank? Most are rusty inside and out....so...you need to buy a new one. Then all the work to hack it up?

Cells are cheap and easy to install. Cells can be poly or aluminum. They can have any size or quantity of outlets and return ports. They come in many shapes and gallon sizes. They can be installed with the built in sump protruding through the floor. They are simply a win-win item. Not to mention there is no fuel spilling out the fill neck on a hard launch and no need to carry 15 gallons to ensure the pickup tube stays covered. Who remembers seeing hard leaving cars pour fuel out on a launch?

Just remember:
The cell must have a ground strap from one of the fuel cap mounting screws down to the body or frame. If your original tank was part of the floor, you must close the floor with metal. The area directly behind the rear seat must be sealed with a sheet of metal or aluminum (for cars with an actual trunk). If you have a hatchback style car, the cell must be sealed in a box or a trunk like area must be built for the tank to be inside of. Just think of it this way, the cell must be in a sealed compartment and the driver must be separate of that sealed compartment.
