I hope it is not "the American way". It may be the way Drag racing currently operates because of the flimsy association rules and supervision of class Stk and SS but not in the real world outside. Lb per HP (decided by ??? to start with) is a flawed approach which encourages this exploitation as a crutch to become a "winner" in these classes.
Very few are only using mechanical skill, driving skill and tune up to win. Most search the rules for loop holes to help them gain a head start in being competitive and feel hurt if their combo is discovered by NHRA by AHFS or hurt by faster competitor.
Don't misunderstand this is encouraged by the rules as they exist. Only a fool would ignore this method of gaining an advantage as it exists. Just the way "NHRA class racing is" yes.
