Not forklift brake shoes, forklift brake linings.
If you can find a brake shoe rebuilder, they can put the same lining as used in forklift brake shoes. The lining is made of a Woven compound that has an aggressive friction coefficient.

I wasn't going to bring this up as I thought I was crazy, but here in Phx we have a shop that does clutch and brake linings and years ago they told me the same thing about forklift lining.

Being as I was a Forklift mechanic for 33 years, I can tell you all that your correct . We did have our shoes relined. The material was almost like hard cardboard . Made ALOT of dust. In the 70's they were riveted, but in the later years we bought them off of Yale and Hyster and they were glued. They work much much better after a few good heat cycles ...
