Haven't the aftermarket always influenced the Tech Dept?

Are you really sure about that?

The GMPP 401 head is actually an Edelbrock head (and in fact, the Edelbrock head itself is now approved), I'd strongly suggest that you look at the difference in specs for it and the rectangle port closed chamber heads it replaces. It (the replacement head) has its own chamber cc, port cc, and exhaust valve size.

The way I read it is, if I run stock heads my hp is “X”. If I run aftermarket head pn1234 than my hp is “X” + 5. The reason I am adding 5(or however much) hp is because that is what these heads are deemed to be worth with their ports/valves/chambers/etc.

I think the difference from stock is acknowledged in the increase of hp.
What sbf has been approved for stock? Gt40p heads at +5hp? I’ll go for that thank you very much! Lol.
