If the tach is moving then the CPS is ok. If the temperature is around or below freezing and it wont start then probably has a bad glow plug relay. You can check the glow plugs to see if they are bad by just checking the resistance to ground of the glow plug at the harness connecter. Should be 2 ohms or less. Ya they do have glow plug harness/valve cover issues but usually if it is affecting the glow plugs it will affect the injectors as well as in causing a misfire and CEL on. If the relay is bad just take a heavy jumper wire across the two big terminals and the glow plugs will heat up.
