I agree with Jim, because the dates "roll-over" the closer you get to final cut-off. Just for the sake of argument, IIRC, if the quota is filled at Grade 5 and three weeks later someone drops out, it would take a Grade 2 (or more) to fill it. So it might be kind of hard to do what you asked for.
Bottom line is to go to as many Divisionals/Opens as you possibly can. That's your best chance. Lew
