I would argue that changing the quota from 160 to 180 does impact some racers. If you're the guy that qualifies #130 with a 180 car quota, there's a good chance that you would have made the show with 160 entries. There's probably a few racers that entered Indy with the expectation of a 160 car quota and the belief that they could qualify.
SC and SG are both around 60 entries right now but everyone knows there will be a lot more entries as Indy approaches, why give NHRA your entry money early if there's still plenty of room in those classes? Stock and SS both went from approx half full to completely filled in the last 7-10 days.
