As for the track generating more income for the township, they are probably talking about entertainment tax revenue that is added to the cost of every ticket. The more events they can have, the more tickets they will sell and the more entertainment taxes generated for the town.

The new owners know that talking about increasing activity and building new tracks on the ground will frighten some residents and possibly the town. I see them trying to start off on the right foot with the township be talking right away about benefitting the township and residents.
