I would have to think it's more the question of WHO cancelled the nationals and numidia? NHRA? No profit, no race.

It really depends on the time of year. Most tracks only get a decent crowd on Saturdays and it gets harder to draw crowds once you get into football season.

Don't ignore insurance companies and lawyers. In the case of the car show I was working on, we had approval from the board of health. Then the lawyers got involved with liability waivers and stuff like that.

The problem with the 250 number is that it does not consider density. 250 people in my back yard is a lot different than 250 people in a football field. We were working ona car show and got approval for 1,000 at any given time based on the distance we were planning between every show car. We were also going with two-hour timed tickets to make sure not everyone came at once.
We presented the plans to the county board of health and got the OK. Then the lawyers got involved.

In Pennsylvania, you work through the county boards of health. Some counties are more strict than others depending on how widespread COVID-19 is in that county and on the plans that are submitted by the organizers.
