That is not correct. All of the blocks are machined at the same "level" as the timing cover mounting surface. The thickness of the plate is made up for in the step on the camshaft.

Same as a Big Block. You can put the late model "step nose" cam in any big block. 99% of them are already drilled and tapped anyway.
