It depends. If they are doing the Micronite or the Omicron finish like Shaftech does, on the whole crankshaft, it is not legal in regular Stock.

Yes, there may be some power because it sheds the oil off the crankshaft. When it is allowed by the class rules, I use the Omicron finish from Shaftech. When I take the engines apart that have the finish, they are almost dry because the oil does not adhere.

This is the way a crankshaft with the Omicron or Micronite finish looks.
