1969 427/430 HP L-88 in SS Automatic rated at 503 That is +73 HP
Probably not the highest, but up there.

Well, I just go a call from my friend that is connected to NHRA.
I will just call him "Carnac the Magnificent"
Just because he is all knowing about class racing & a few other things..
He said my 73 HP example was nothing...
Just look at the 1972 Chevy 454/230 in Super Stock
It has a NHRA factor of 390 HP.
After looking at the specs... I can see why...

When I purchased my 2022 572 COPO it was rated at 430 HP. Before it made it's first NHRA run at Gainesville it was refactoring to 500 HP! It is by far the worst factored factory hot rod.
