They have been so far.
The Lakewood (Southside Machine) bars are also legal as long as you don't weld the lowering plates to the housing.
As long as it is truly bolt on to stock locations, and now I understand, not adjustable for length on the lower bars, it's legal stuff.

Yes that setup is legal , and very good stuff too.
