Lightbulb Isn't Boise A Factored Track?

So what is the big deal if anyone went 2 seconds under at Boise,
I thought there is no HP hit at factored tracks for 1.40 run
Just Comp gets hits now?Or is that just Nat events?
Am I wrong?
