I received this response from NHRA. Just thought I would share the information.

On page 9.10 of the current NHRA rule book under Street Equipment it states " The following are not required and may be removed: emission controls; windshield-wiper blades, arms and motor; heater/air conditioning and associated plumbing (controls must remain in dash; see INSTRUMENTS); ......". On page 9.11 under Instruments it states " Full stock dashboard, including instruments, fresh-air ducts, and controls, must be retained. ......"

So to answer your question, you can do #1, the Heater Blower motor and #2, Heater housing on the firewall but not #3, Inside heater housing and associated ductwork.
