The defroster duct and anything to do with the heater (except the controls) can be deleted. The kick panels are considered trim and should be retained but the vents/mechanism does not need to work. What the tech guy wants to see when he pokes his head in the window is a stock 69 Camaro interior and dash with a few aftermarket guages and switches. Some tech guys are more critical than others but if you go with the tidy OE appearance and steer clear of the "bracket bomber" look, your guy will have no problems in tech; at least not with the interior.
