Probably would not happen if shape of tire cold and uninflated werent narrower than rim width. It is the fresh strength of the rubber shape pulling them off I would say. I imagine if it were a 5 inch rim it would not have a pull inwards to overcome the width of the rim.

That will happen if the wheels don't have safety beads--bumps around the rim inboard of the tire bead surface to retain the bead.
