I have helped a vendor install the banners on the fences in past years and that vendor welcomed the fans taking them down and home.
That vendor said it was better than paid advertising as it was going into someone's garage or shop for others to see that might not ever go to a NHRA National event.
If fans don't take them they are taken down and thrown away the way he looked at it.
We actually gave them to fans who asked before we tied them to the fence.

I guess we all look at things differently. In my world if you take it down without the owner's permission you are a thief.
