With online entry / tech card submittal and no tech, you really don’t know who is in attendance. When making the ladder, the safe bet is to place all entries on ladder.

The reason might be with the electronic entry there is no refund. Once you enter and your tech card is accepted you are part of the event wether you like it or not. I would assume it also counts as one of you allotted events. So if you entered in a double event and did not show you just burned 2 events that you can claim points. This is a weird year for racing so there will be some idiosyncrasies. Just get out there and have some fun.
