Default voltage step down

Going to a 16 volt batteries and want to know if I should use a voltage step down device. There is resistor made by Bussman, cb22902-68, listed as a step down device. I know very little about this stuff and would welcome any help. I think I need this for the water pump, fan, and maybe the lights. Thanks
