So are we saying that the driver of the vehicle in question DID receive some sort of punishment for having an engine that didn't pass tech?

If the engine in the vehicle HAD passed the tech inspection the combination would have received an automatic HP increase, correct?

Fair is fair!

But what about his first-round opponent in Class eliminations? Shouldn't he have been reinstated after the vehicle in question didn't pass the tech inspection?
