A whole "cottage industry" has sprung up to manufacture active throttle stops (and another, building high horsepower engines, to play "catch-up") to facilitate this modus operandus. What is the "slow car advantage" that negates this situation??? I can't think of one; can you? I reiterate: You CANNOT successfully, legislate advantages into the rules; the worsae red light rule gives an advantage to NOBODY.
